ASSUMPTION
Officials from the Department of Conservation, Department of Revenue, Office of the State Auditor, Department of Agriculture and the Office of Administration - Division of Budget and Planning assume the proposed legislation would have no fiscal impact on their agencies.
Officials from the Department of Natural Resources estimate that the proposal would remove approximately $80,000,000 from Total State Revenues.
Officials from the Office of Secretary of State assume that statewide newspaper publication of constitutional amendments costs approximately $1,460 per column inch based on an estimate provided by the Missouri Press Service x 3 for multiple printings as required by the Constitution and state statute. This equals $4,380 per column inch. Officials estimate the total number of inches for this amendment to be 10 inches, which includes a title header and certification paragraph. Therefore, $4,380 x 10 inches = $43,800.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would remove revenues produced from permits, licenses, fees or loan funds established solely for the administration of environmental protection activities from the definition of "total state revenues" in section 17 of article X of the state constitution and "new annual revenues" as defined in section 18(e) of article X of the state constitution. It would also

remove spending of the revenues from the definition of expense of state government under terms of section 20 of article X of the state constitution.
This legislation is not federally mandated, would not duplicate any other program and would not
require additional capital improvements or rental space. This proposal would affect Total State Revenue.
