ASSUMPTION
Officials of the Department of Elementary and Secondary Education (DESE) noted that the proposal is permissive. However, in those districts where voters agreed to allow charter schools and a qualified sponsor was found for charter schools there would be costs to review applicants and to provide guidance to sponsored schools.
Department of Elementary and Secondary Education officials also noted that for purposes of state aid, pupils enrolled in charter schools are included in the pupil enrollment of the home district. The district pays the charter school an annual amount based on a formula calculation as well as any other state or federal aid received for children attending charter schools.
Officials of the Secretary of State indicated that, since the proposal does not add any rulemaking authority, the proposal would not affect that office.
Officials of Central Missouri State University, Missouri Western State College, Harris-Stowe State College, Truman State University, the University of Missouri, and Moberly Area Community College indicated that the proposal would not affect their school or that the effects could not be estimated because the proposal is permissive.
Oversight, for purposes of this fiscal note, assumes that adoption of this proposal would not have any direct fiscal impact on any state or local government agencies or educational institutions. Later actions by voters could cause fiscal and administrative costs, but those costs would be matters for budgets adopted after the voters acted.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would allow charter schools in any school district where voters approved their operation. School district boards could authorize putting charter school proposals on ballots or voters could petition to put proposals on ballots.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. The proposal would not affect Total State Revenue.
