FISCAL ANALYSIS



ASSUMPTION



Officials of the Department of Natural Resources stated that the State Park Rangers currently access the personnel records of new hires as part of the required background check, therefore, officials assume no fiscal impact.



Officials of the Department of Public Safety assume there would be no fiscal impact to their department.



Officials of the Missouri Department of Conservation stated there would be no fiscal impact on the Conservation Fund.



Officials of the City of St. Louis Metropolitan Police Department stated there would be no fiscal impact.



Officials of Pettis County assume no fiscal impact.



Officials of the City of Hannibal Police Department assume no fiscal impact.



Officials of the City of Sedalia assume there would be costs of less than $1000 annually.



Oversight assumes state law enforcement departments and law enforcement agencies of local governments would realize some insignificant administrative impact. Oversight assumes any impact realized could be absorbed by the affected law enforcement bodies at their current appropriation levels.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This bill allows hiring law enforcement agencies to have access to peace officers' personnel records, including records concerning uncompleted disciplinary investigations. The bill also requires that law enforcement agencies notify the Peace Officers' Standards and Training Commission of any information showing that a peace officer is unfit for certification.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
