FISCAL ANALYSIS



ASSUMPTION



Officials of the Office of Secretary of State assume that the hiring of a professional level employee would be needed. The Specialist would carry out the survey of state records, both publicly and privately held, including, but not limited to state government documents and judicial records. The individual in this position would develop the agreements with surrounding states in order to identify records in Missouri pertaining to the underground railroad in those states and to identify records in those states pertaining to the underground railroad in Missouri.

The Specialist would identify sites in Missouri that were important to the underground railroad.

This individual would have the responsibility of coordinating all communication relating to the meetings of the Commission and ensuring that the Commission members receive all the information required to conduct these meetings. Additionally, the Specialist would carry duties essential to the daily maintenance of the Commission. This individual would need to have a formal education in nineteenth century history as well as administrative skills. Officials estimate costs of 1 FTE-Specialist, fringe benefits, equipment, and expense for 10 months of FY 2001 at ($46,632); ($49,114) in FY 2002; and ($50,353) in FY 2003.

No direct fiscal impact to small businesses would be expected as a result of this proposal.





DESCRIPTION



This act requires the Secretary of State to survey records to identify those pertaining to the underground railroad in Missouri, to cooperate with other states to identify records in those states pertaining to the underground railroad in Missouri, and to gather information pertinent to African American history in Missouri.



The act also creates a nine-member Advisory Commission to assist in the above. Members must be knowledgeable in African American history and traditions. The members serve four-year terms and are reimbursed for actual and necessary expenses.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
