ASSUMPTION



Officials of the Department of Revenue, the Department of Transportation, and the Department of Natural Resources (DNR) stated that the proposal would not affect their agencies, administratively.



DNR officials estimated that the proposal would remove approximately $81,000,000 from Total State Revenues.



Advertisement costs for the proposal would be $4,380 per newspaper column inch for three printings of the text of the proposal, the introduction, title, fiscal note summary, and affidavit. The proposal would be on the ballot for the November 2000 general election.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would remove revenues produced from permits, licenses, fees or loan funds established solely for the administration of environmental protection or natural-resource related activities from the definition of "total state revenues" in section 17 of article X of the state constitutional and "new annual revenues" as defined in section 18(e) of article X of the state constitution. It would also remove spending of the revenues from the definition of expense of state government under terms of section 20 of article X of the state constitution.
