FISCAL ANALYSIS



ASSUMPTION



Officials of the Office of Secretary of State stated that their office certified library districts for the distribution of state aid funds. If this bill were passed, the certification forms and method of calculation of payments would change. Officials stated any fiscal impact due to administrative functions of their office could be absorbed under current appropriation levels.

SOS officials stated that in FY 2001, six library districts did not qualify for state aid. Only two of these libraries have a ten-cent levy. The Neosho-Newton County Library reduced its levy by 10% and did not qualify for $28,163 of state aid. Under this legislation pro-rating 10% would result in a state aid payment of $19,974. The Morgan County Library reduced its levy by 20%.

The Morgan County Library did not receive $7,777 in state aid. Under this legislation they would receive a total of $6,222. The fiscal impact of this change in FY 2001 would be approximately $26,196. Costs to the state in FY 2002 and FY 2003 would be (unknown).



St. Louis County Public Library officials assume no fiscal impact from this proposal.



Missouri River Regional Library officials assume this proposal would allow local districts to lower levies and make up the difference with state aid funds. Officials estimate income of $5,000 in FY 2001.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This act provides that when a public library voluntarily reduces its levy, it will receive a proportionate reduction in state funds. This is a change from present law, under which a reduction in local levy to less than ten cents causes a loss of all state funds.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
