FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Elementary and Secondary Education (DESE) assume they would need 3.00 FTE: Director ($64,733), Supervisor ($47,611) and Senior Secretary ($24,176).



DESE officials estimate meeting costs would total $26,400 annually (8 members X $300 expenses per member X 11 meetings)



DESE officials assume the proposal would result in no direct fiscal impact to local public school districts.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.













DESCRIPTION



The proposal would establish a State Public Charter School Board. Membership would consist of the Commissioner of Education, members of the State Board of Education, three members of the public and three members of the business community. The board members would not be compensated but would receive reimbursement for reasonable and necessary expenses.



The Board would review charter school applications, adopt rules and determine board policies.



DESE would provide staffing for the work of the Board.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
