FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Agriculture and the Office of Administration - Division of Budget and Planning (in a response to SB 925) assume their agency would not be administratively impacted by this proposed legislation.



Officials from the Department of Economic Development (DED) assume the Missouri Agricultural Advocates Advisory Council will be comprised of 12 members. DED assumes that 11 of the members are to be selected from the 12 nominees and will comprise the 12 member council. The Department assumes staffing will be as listed below. The salaries listed are assumptions only and could vary because the Advisory Council sets them. Salaries are listed at market rate and when an applicable title similar to a state position was available, it was listed. If no comparable title was available, a range was listed at market rate. The staffing would consist of an Executive Director (Range 32 - $54,840), an Attorney ($48,000), a Research Analyst IV ($46,080), a Research Analyst II ($34,992), a National Marketing Specialist II ($38,028) and a Clerk Typist III ($22,164). The Executive Director would be responsible for oversight of Council operations and carrying out duties of the office as established by law. The Attorney would provide legal assistance to the Council and the Executive Director. The Research Analyst IV would provide research on agricultural-related products and draft formal reports for the Council. The Research Analyst II would provide technical assistance to agricultural businesses. The National Marketing Specialist II would work on specific projects and help with marketing/ promotion of products. The Clerk Typist III would provide support for the office and the Council.



DED assume the Advisory Council would meet four times per year and incur overnight stay and other travel related costs. Costs would include $25 per day for meals, $55 per day for hotel charges, $100 per meeting for mileage and $5 per day for tips and parking. Other meeting and travel costs would also be incurred for some functions other than regularly scheduled meetings. DED anticipates this cost to be $5,610. All Advisory Council costs are based on four meetings per year and could vary if additional meetings are held.



Oversight assumes the Missouri Agricultural Advocates Office would need an Executive Director ($42,288), an Assistant Attorney ($36,750), two Management Analysts ($31,596) and one Clerk Stenographer ($20,556) and has included Personal Services, Fringe Benefits and Expense and Equipment for these positions. Additionally, Oversight has included expenses for the twelve members of the Missouri Agricultural Advocates Advisory Council.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This act creates the Missouri Agricultural Advocates Office within the Department of Economic Development to advocate for farmers and the agriculture industry.



The office will be governed by a twelve member council appointed by the Director of the Department of Economic Development from names submitted by twelve different trade

associations. Members serve two year terms and shall be reimbursed for expenses. The Council may employ an executive director and a staff of not more than five, one of which must be a licensed attorney.



The Council and staff shall review and contest state and federal legislation and regulations, and local orders and ordinances affecting agriculture. The Council shall act as liaison for agriculture with government and the public and the council may enter into any legal action on behalf of agriculture.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements, but would require rental space.
