ASSUMPTION



Officials from the Department of Elementary and Secondary Education (DESE) estimate the fiscal impact as follows:



Deaf Blind

Assumed maximum number students eligible: 433 261



(a) Missouri School for the Deaf (MSD) -- $6,431 (average cost per student) X 433 (number students) = $2,784,623;

(b) Missouri School for the Blind (MSB) -- $6,500 (average cost per student) X 261 (number students) = $1,696,500;

(c) Total projected cost FY 2001 = $2,784,623 + $1,696,500 = $4,481,123;

(d) 3% inflation factor was used for FY 2002 and 2003 estimates of $4,615,557 and $4,754,023 respectively;



Note: Number of students was based on 12/98 Individuals with Disabilities Education Act (IDEA) child count of "deaf" and "blind", "hard of hearing" or "partially sighted" students.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



The proportionate per pupil share of state aid appropriated for the costs of direct instruction to the Missouri School for the Deaf and to the Missouri School for the Blind would be distributed to each school district educating each child eligible to attend the Missouri School for the Deaf or the Missouri School for the Blind which would elect to attend school in the district to receive services or other placement from such district.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
