FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Elementary and Secondary Education (DESE) assume the proposal would increase the cost to fund the foundation formula at a proration factor of 1.0 by a minimum of $12 million. Hold harmless school districts would receive this additional state aid.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



The proposal would revise state school aid to "hold harmless" districts by increasing additional payments annually by the percentage increase in the guaranteed tax base.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
