ASSUMPTION



Officials of the Department of Elementary and Secondary Education stated that the proposal would not directly affect their agency.



Officials of the Department of Economic Development - Public Service Commission have not responded to Oversight's request for a fiscal impact of this proposal.



Oversight notes that there are 303 manufactured housing dealers and 23 modular unit dealers operating in Missouri according to the Governor's budget for FY 2001. For fiscal note purposes, Oversight assumes their renewal fees would increase from fifty dollars ($50) to two hundred dollars ($200) each. The increase would be credited to the Manufactured Housing Trust Fund.

FISCAL IMPACT - Small Business



Small businesses which are manufacturers or dealers of manufactured Housing would be affected by the higher license and registration fees of this proposal.



DESCRIPTION



This proposal would exempt used manufactured homes and certain used modular units from complying with codes set out in the manufactured housing chapter (Chapter 700, RSMo). New DESCRIPTION (continued)



and used modular units used for educational purposes would bear a seal affirming that the units complied with the code. The proposal would make it a misdemeanor to offer a modular unit for educational use unless it met code requirements or was bought up to code requirements within ninety days.

This proposal would also raise initial dealer initial registration fees from $50 to $250, renewal fees from $250 to $750, and renewal fees for manufacturers from $50 to $200.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This proposal would affect Total State Revenue.
