FISCAL ANALYSIS



ASSUMPTION



The Gaming Commission (GAM) states this proposal would allow charity bingo game operators the ability to obtain more or use the additional members who are not two year members to assist with the management, conduct or operation of their bingo games. Currently the constitution limits the individuals available to a licensed bingo game to only those members who have been members of the organization for two years or longer. The GAM assumes this proposal would increase the number of criminal record checks performed by the Commission of bingo licensee workers, however, this additional work could be handled with existing staff.



The Secretary of States Office (SOS) assumed statewide newspaper publication of constitutional amendments costs approximately $1,455 per inch x 3 printings (as required by the Constitution), or $4,365 per inch. SOS estimated the total number of inches for this amendment to be 20 inches, which includes title header and certification paragraph. SOS also assumed that the question will be put to the voters at the next general election in November, 2000. If the Governor calls a special election, the fiscal impact could exceed $1,000,000 depending on the date of the special election.

Oversight assumes, based on a similar proposal from 1999, that the cost per inch of a statewide publication of constitutional amendments is approximately $1,460, and this amendment would require 15 inches. The cost for the required publication is then estimated to be $65,700.

No direct fiscal impact to small businesses would be expected as a result of this proposal.





DESCRIPTION



This proposed constitutional amendment reduces from 2 years to 6 months the time a bingo game volunteer must be a bona fide member of the licensed organization to participate in the management, conduct, or operation of any game.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
