FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Social Services assume this proposal would not fiscally impact their agency.



Department of Health (DOH) officials state they respond to approximately 40 pieces of correspondence daily regarding genealogy research and access to records. This is in addition to their daily routine. Currently the flow of work is handled by 6 FTE's, one being the supervisor of the unit. Once the public is made aware records are available for release, more requests are anticipated. An additional FTE (Clerk-Typist II) would be needed to accommodate the increase in requests by the third year. Expenses would be for salary & fringe benefits for one FTE, PC, system furniture, file cabinet, chair, typewriter, office supplies, data processing, office & communication expense, envelopes, and postage. Cost of envelopes was determined by 22 boxes (500 per box) times $22.50 per box. Postage was determined by amount of requests times amount of postage per envelope of $.33.



DOH assumes the proposal would create an increase in revenue because of birth certificate fees at $10.00 per copy. DOH states the increase was determined by approximately 40 requests per day times 21 days in month times 12 months (40 x 21 x 12 x $10 = $100,800).



This proposal would result in an increase in Total State Revenues.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would allow the release of birth and death records after a certain length of time. Section 193.245, RSMo, currently prohibits the release of birth and death records, except in certain situations as listed in the section. New language would add a provision for the release of birth and death records that are at least seventy-two years old, based on the date of request. In addition, microfilms of such birth and death records should be released, along with record indexes, to the State Archives. Requests would be subject to fees equivalent to the cost of copying the records.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
