ASSUMPTION
Officials from the Department of Economic Development - Public Service Commission (PSC) assume the proposal would have no fiscal impact on the PSC; however, additional legislation that may be passed could create a cumulative fiscal impact to the agency.
Officials from the Department of Economic Development - Office of Public Counsel (OPC), Department of Natural Resources (DNR), City Utilities of Springfield (SPG) and the Columbia Water and Light (COL) assume the proposed legislation would have no fiscal impact on their agencies.
Officials from the Independence Power and Light (IND) did not respond to our fiscal impact request.

No direct fiscal impact to small businesses is expected as a result of this proposal.
DESCRIPTION
This act pertains to closing certain municipal utility records. Current statutes provide that a municipal electric utility may close the portion of its records containing the names of suppliers and costs of services and plans for future marketing and service expansion areas and terminates the exemption if electric restructuring is not implemented by December 31, 2001.
The act extends the exemption to apply to both natural gas service and electric service provided by municipal utilities and revises the sunset to terminate the exemption if the General Assembly does not adopt electric utility restructuring legislation by December 31, 2002.
DESCRIPTION (continued)
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
This proposal would not affect Total State Revenues.
