FISCAL ANALYSIS



ASSUMPTION



The Greene County Commission assumes if a vote is required on any code adopted after August 31, 2000 Greene County would realize the cost of an election which could cost as much as $60,000.



The Platte County Planning and Zoning Commission assumes this proposal would have no fiscal impact on Platte County.



Oversight assumes if a proposed building code would need voter approval before taking effect, then the county would have the cost of an election. Because the proposed code could only be voted on by voters in the area affected, election costs would vary, therefore, election costs will be shown as (unknown).



Oversight assumes no state fiscal impact.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This act requires a public vote for the adoption of a building code in first and second classification counties. Current law requires only a vote by the county commission. Revisions to an existing building code would also be subject to a public vote.



DESCRIPTION(continued)



Voters in an incorporated area, would not vote on the county proposal, as it would not affect those areas under existing statutes.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
