FISCAL ANALYSIS



ASSUMPTION



The Office of Administration and the Office of the State Treasurer assume their agencies would not be administratively impacted by this proposal.



The Department of Agriculture (AGR) assumes this proposal would eliminate the fees collected for the inspection of weighing and measuring devices regulated in Chapter 413. The AGR assumes the inspection and certification of weighing and measuring devices would continue. The AGR estimates this proposal would result in a loss of revenue of $137,659 in FY 2001 and $275,317 in FY 2002 and FY 2003. The AGR determined the loss of revenue by ascertaining actual fee and penalty collections for FY 1999 and by assuming the collection of fees would remain consistent through FY 2003. Proposed changes would not take effect until January 1, 2001; therefore, only the last six months of FY 2001 would be affected by this proposal.

FISCAL IMPACT - Small Business



Small businesses that own weighing and measuring devices regulated by Chapter 413 would no longer pay scale inspection fees. Additionally, businesses would realize a reduction in the paperwork that was generated to process these fee payments.











DESCRIPTION



This act removes fees imposed by the Department of Agriculture for certification and testing of several kinds of scales, field evaluation of certain devices and certification of vehicle tank meters, taximeters, fabric measuring devices, cordage and wire measuring devices, and milk plant quantity determinations. Fees for calibration and registration of devices measuring moisture content of grain will continue to be collected.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
