FISCAL ANALYSIS



ASSUMPTION



Officials from the Truman State University, Harris-Stowe State College, Department of Elementary and Secondary Education and Missouri Western State College assume the proposal would result in no fiscal impact to the agencies.



Officials from the University of Missouri state they cannot determine the fiscal effect of a requirement to admit any student in the state of Missouri who is ranked in the top ten percent of their graduating class.



Officials from the Linn State Technical College state that if colleges are not charging incidental fees to students graduating from high school in the top ten percent, additional funding would be needed from the state to cover costs of faculty, space, etc.



Officials from the Coordinating Board For Higher Education (CBHE) assume this proposal would not have a direct fiscal impact on the CBHE. Public institutions of higher education in Missouri are not funded according to enrollment levels. If this proposal would lead to a change in enrollment levels at a particular institution, or in the system as a whole, there would not necessarily be a fiscal impact. Additionally, CBHE officials assume that there is not a significant number of students who graduate in the top ten percent of their high school classes who apply for and are denied admission.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.





DESCRIPTION



The proposal would require each approved public institution to admit an applicant for admission to the institution as an undergraduate student if the applicant graduates from a public or private accredited high school and has a grade-point average in the top ten percent of the high school class.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
