Officials from the Department of Transportation (DHT) assume this legislation has no direct fiscal impact on DHT or the Highway and Transportation Commission, but it has the potential for undeterminable legal costs for any claims of discrimination that might be brought against the department for discrimination on this basis.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal authorizes the Missouri Human Rights Commission to prevent discrimination based on a person's sexual orientation. The commission may investigate complaints alleging

discrimination in employment, housing, or places of public accommodation because of sexual orientation. The proposal defines sexual orientation as "male or female heterosexuality,

homosexuality or bisexuality by inclination, practice, identity or expression, or having a self-image or identity not traditionally associated with one's biological maleness or femaleness."

This legislation is not federally mandated, would not duplicate any other program, and would not require additional capital improvements or rental space.
