FISCAL ANALYSIS



ASSUMPTION



Officials of the Office of Administration's Division of Accounting report that the Commission budget is approximately $25,000. These costs would not be incurred after FY 2001 if the part of the proposal which would abolish the Commission prevailed.



State Courts Administrator officials noted that since Commission recommendations are subject to legislative action, the proposal would not directly affect the budget of the judiciary.



Advertisement costs for the proposal would be $4,380 per newspaper column inch for three publications of the text of the proposal, the introduction, title, fiscal note summary, and affidavit. The proposal would be on the ballot for the November 2000 general election.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would submit two proposals on the subject of the Commission on the Compensation for Elected Officials to the voters of Missouri.



One of the proposals would repeal section 3 of article III of the Missouri constitution. (The section created "Missouri Citizen's Commission on Compensation for Elected Officials", provided for selection of Commission members and specified Commission procedures.) The other proposal would revise section 3 of article XIII of the Missouri constitution by specifically allowing the legislature to appropriate up to the amounts recommended by the Commission for each position and by changing the composition of the Commission.



The proposal receiving the greater number of votes (assuming one or both received a majority of votes cast) would become part of the state constitution.



This legislation is not federally mandated, would not duplicate any other program, would not require additional capital improvements or rental space, and would not affect total state revenue.
