FISCAL ANALYSIS



ASSUMPTION



The Cole County Clerk and the Boone County Clerk noted that there would be additional work for a county clerk each time a petition would be filed, because a county clerk would have to verify the signatures on the petition. Costs for verifying signatures would depend on the number of signatures to be verified. Those costs have been approximately twenty cents ($.20) per signature in Boone County.



Advertisement costs for the proposal would be $4,380 per newspaper column inch for three printings of the text of the proposal, the introduction, title, fiscal note summary, and affidavit. The proposal would be on the ballot for the November 2000 general election.

No direct fiscal effect on small businesses would be expected due to this proposal.





DESCRIPTION



This proposal would create an exception to term limits for state legislators. The exception would be if a committee as defined by law files a petition to elect a candidate for the General Assembly and the petition contains signatures equal to at least ten percent (10%) of the number of votes cast for the office in question in the district in question at the previous election. be filed with the proper election authorities no later than the second Tuesday in December of the year prior to the election. The election authority would verify signatures no later than the second Tuesday in the subsequent January.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This legislation would not affect Total State Revenue.
