Clarence Heflin served the people of the 16th District (part of Jackson County). Born in Independence, he received his education from William Chrisman High School in Independence, and Washburn University in Topeka, Kansas. Senator Heflin served in the U.S. Air Force as a bomber pilot in Guam, Siapan and Tinian. He had his real estate license. Senator Heflin was elected to the House of Representatives in 1966, and re-elected in 1968, 1970, 1972, 1974 and 1976. He was elected to the Senate in 1978. (Democrat)
