Budget Discussions
Hello from your favorite Senator Angela Mosley!
The Senate Appropriations Committee, which I am on, spent a bulk of the past couple of weeks working on the budget bills received from the House of Representatives. The Missouri Constitution requires the state pass a balanced budget by May 8 this year. We have spent long hours looking over the bills and making various changes to meet both of those requirements.
Before receiving the bills, the Appropriations Committee has held multiple hearings over the course of this session to listen to various state departments and better understand their needs. We have spent the hearings since going page by page through the budget and outlining changes the Senate is making to these bills.
This past week we sent the bills to the Senate floor to be passed. The bills will now go to conference committee, made up of members from both the Senate and House, where the final discussions will be held to find a compromise between the plans.
In addition, I’m proud to share that my Senate Bill 1613, designating Nov. 24 of each year as Frankie Muse Freeman Day in Missouri, continues to move forward in the House of Representatives. It was heard by the House Committee on Tourism on last Wednesday and has since passed in committee. Honoring the first woman on the United States Commission on Civil Rights is simple legislation, but has a huge impact on making sure we remember those who have paved the way for the progress we continue to work for today. I’m hopeful a committee vote will be taken soon, and the bill will go to the House floor for approval.
In addition, the Senate continues to work on bills. I have included the bills recently making progress on the Senate floor.
Passed:
Senate Bill 863: Establishes the Interscholastic Athletic Oversight Commission within the Department of Elementary and Secondary Education (DESE) to oversee appeals over athlete transfers and contests.
Senate Bill 895: Changes licensing and education requirements for a number of fields including interior designers, speech language pathologists, audiologists and physicians.
Senate Bill 907: Establishes the Act against Abusive Website Access Litigation to prevent lawsuits against small businesses because they fail to comply with ADA requirements.
Senate Bill 982: Establishes a process for tracking and maintaining the sex offender registry.
Senate Bill 1033: Removes emission requirements for farm vehicles over 10 years old, removes certain construction requirements for cotton gins and allows the Department of Natural Resources to keep budget surplus starting in 2027.
Senate Bill 1083: Changes licensing and education requirements for a number of fields also included in SB 895, it additionally provides changes for respiratory care licenses.
Senate Bill 1135: Creates “Bentley and Mason’s Law,” which requires drunk drivers whose actions result in the death of a parent to pay a fee to help raise their children.
Senate Bill 1196: Expands grants for workforce training programs to include more training programs and increases the income limits for the Fast Track Workforce Incentive Grant.
Senate Bill 1477: Adds the National Women’s Soccer League and the Women’s National Basketball Association to the list of sports teams that appear on specialized license plates.
Senate Bill 1553: Provides tax exemptions for critical resources and pharmaceutical ingredients to encourage these industries to come to Missouri.
Senate Bill 1586: Requires the disclosure of landfills on or near property that is being sold and provides a plan to deal with waste disposal.
House Bill 1786: Expands how much the state highway patrol can spend on a vehicle without needing an appropriation from $100,000 to $500,000.
House Bill 1827: Allows occupational therapists to grant disabled license plates and placards.
House Bill 1866: Allows the Director of Public Safety to deny peace officer licenses and training to non-citizens or those whose license have been removed before.
House Bill 1870: Modifies the laws around the debts, garnishments, and banks.
House Bill 2108: Allows the state to sell certain properties in Nodaway County and Cole County.
House Bill 2180: Removes the requirement on the Department of Revenue to send certain documents as certified mail and allows them to send them electronically or as first-class mail.
House Bill 2586: Allows for credit unions board meetings to handle business electronically.
House bill 2593: Aids Missouri National Guard members through several health and education programs.
House Bill 2596: Requires multiple employer self-insured health plans to establish a surplus account and require them to file with the Department of Commerce.
House Bill 2637: Modifies the juvenile justice system, increasing penalties and modifying sentencing.
House Bill 2974: Ensures professional health care providers who have transferred their credentials to Missouri can provide telehealth services.
House Bill 3279: Moves the Missouri Community Service Commission to the Department of Higher Education and Workforce Development from the Department of Economic Development.
House Joint Resolution 173: If approved by voters, allows the General Assembly to create a plan to gradually remove the state income tax by replacing it with an expanded sales tax.
Budget Bills:
House Bill 2002: Appropriates money to the State Board of Education and DESE.
House Bill 2003: Appropriates money for the Department of Higher Education and Workforce Development.
House Bill 2004: Appropriates money for the Department of Revenue and Department of Transportation.
House Bill 2005: Appropriates money for the Office of Administration, the Department of Transportation, the Department of Conservation, the Department of Public Safety and the Chief Executive’s Office.
House Bill 2006: Appropriates money for the Department of Agriculture, the Department of Natural Resources and the Department of Conservation
House Bill 2007: Appropriates money for the Department of Economic Development, the Department of Commerce and Insurance and the Department of Labor and Industrial Relations.
House Bill 2008: Appropriates money for the Department of Public Safety and National Guard.
House Bill 2009: Appropriates money for the Department of Corrections.
House Bill 2010: Appropriates money for the Department of Mental Health and the Department of Health and Senior Services
House Bill 2011: Appropriates money for the Department of Social Services.
House Bill 2012: Appropriates money for the Judiciary and the General Assembly.
House Bill 2013: Appropriates money for property leases and legal services.

Intern Brooklynn Holley visited the Supreme Court Wednesday April 15 during a tour for Capitol interns.


Sen. Mosley shared her appreciation for her office LaWanda McDowell, Camille Rice and Brooklyn Holley on Staff Appreciation Day.





Sen. Mosley’s own sorority Delta Sigma Theta came to visit for their day at the capitol. The senator hosted the ladies, introducing them to the Senate, and urged them to stay on the frontlines as she shared her bill priorities.

Senator Mosley was privileged to greet and speak with members of the Phi Beta Sigma Fraternity Incorporated and Zeta Phi Beta Sorority Incorporated during the Divine Nine Day at the Capitol.
