Heading Into the Second Half
Hello from your favorite Senator Angela Mosley! We have officially made it past the halfway point of session. This is when we often see the most bills start to move, while we wait for the budget to be delivered from the House of Representatives.
I am excited to share that my Senate Bill 1613 passed out of the Senate and is now in the House of Representatives. This bill memorializes Nov. 24 as Frankie Muse Freeman Day to commemorate this historic woman. She was the first woman on the United States Commission on Civil Rights. She served for multiple years under both parties and was a true leader in civil rights.
I was also happy to welcome multiple visitors and groups to the Capitol shown below. In addition, we hosted a volunteer with a disability to help with tasks around the office that will help them become career ready. She said, “I liked being able to organize things, and how it was in a quiet, slow-paced environment.”
This week, the Senate made progress on several other bills outlined below.
PERFECTED:
Senate Bill 905: Creates the Missouri Rangers to specifically work in schools to ensure safety and order, and creates a training program for them.
Senate Bill 1001: Various provisions relating to real estate including language from SB 834 and establishes the American Dream Act to help prioritize families seeking to buy a home.
Senate Bill 1534: Removes sales tax from groceries and keeps credit card fees out of sales tax.
Senate Bill 1572: Changes the membership of the Board of Trustees of the Police Retirement System of St. Louis.
PASSED:
Senate Bill 834: Requires disclosures from buyers for any leaseback transactions.
Senate Bill 878: Allows pharmacies to administer vaccines and other medical devices and prescriptions.
Senate Bill 907: This bill creates the Act Against Abusive Website Access Litigation to prevent the abuse of court cases against small businesses.
Senate Bill 944: Allows the sheriff of St. Louis City to control the pay of their attorney within a set range.
Senate Bill 945: Allows the St. Louis circuit court to collect funds for the maintenance of a law library.
Senate Bill 959: Creates the Missouri Geospatial Advisory Council to guide and enhance the infrastructure of the state.
Senate Bill 1015: Creates a legal process to order outpatient treatment for adults in need of mental health assistance, who would not participate in it on their own and pose a risk to themselves or others.
Senate Bill 1066: Changes how residential property is classified for tax purposes.
Senate Bill 1092: Changes the length of supervision required for certain social work supervisors.
Senate Bill 1119: Determines the process of forming a Missouri commission to respond to any convention called to modify the United States Constitution.
Senate Bill 1142: Allows the Secretary of State to provide a Certificate of good standing to limited liability companies (LLCs).
Senate Bill 1328: Establishes every January as Blood Donor Awareness Month.
Senate Bill 1383: Allows the Department of Elementary and Secondary Education (DESE) to establish agricultural education programs.
Senate Bill 1421: Prevents drones from being flown over infrastructure, correctional centers, mental health hospitals, and open-air facilities.
Senate Bill 1544: Creates the Firefighter Paramedic Graham J Hoffman Memorial Highway in Platte County to remember his sacrifice in the line of duty.
Senate Bill 1576: Establishes the Missouri-Ireland Trade Commission to strengthen the state’s relationship with Ireland.
Senate Bill 1629: Modifies a bill from last year, requiring new underground facilities to have detection devices, to provide exception for structures that can already be detected from above ground.
Senate Joint Resolution 87: If approved by voters, each county outside of St. Louis and St. Charles will elect sheriff’s for four years.
Senate Joint Resolution 95: If approved by voters, establishes the Show-Me Prosperity Fund.
DELIVERED TO GOVERNOR:
Senate Bill 888: Modifies the juvenile justice system, increasing penalties and expanding facilities.

Senator Mosley visited Jury Elementary School to read books to the students.

While at Jury Elementary Sen. Mosley had the opportunity to interact with faculty and staff.


Hazelwood Child Development Center visited during Advocacy Day.

Sen. Mosley visited with the Missouri Council of the Blind who came to advocate.


Sen. Mosley had the opportunity to greet the women of Alpha Kapp Alpha Sorority Inc. and welcome them in honor of their day at the Capitol.


Senator Mosley spoke with St. Louis County Children’s Service Fund during Advocacy day at the Capitol this week.

Sen. Mosley enjoyed a visit from Kids Win Missouri on Advocacy day.

Fathers and Families Support Center also came for Advocacy Day.

Southside Kipp Wonder Academy visited the Capitol and had the chance to speak with Sen. Mosley.

Office Intern, Addy Thome, spent part of her spring break in Washington D.C. as part of the Mizzou “DC Pathways” program. She visited with federal legislators, agency officials, and policy consultants; visited key political institutions and landmarks; and cultivated connections with Mizzou alumni.
