Committee Work Continues

 

The Missouri General Assembly has completed its third week of the legislative session. For the most part, the Senate has been focused on continuing the work of moving bills through committee, gathering public testimony and addressing senator’s questions about the proposed legislation.

As I previewed last week, the Senate Committee on Emerging Issues held its first hearing on Jan. 16. The committee heard two bills: Senate Bill 750, which contains provisions relating to the collection of delinquent property taxes and land banks, and Senate Bill 802 that establishes the “Missouri Rural Access to Capital Act.” Senate Bill 802 will help spur investments into rural businesses and boost the economy of some struggling areas of the state.

I am very excited to present two of my own filed bills to their respective committees next week. Senate Bill 752 will be heard in a public hearing by the Agriculture, Food Production and Outdoor Resources Committee. This bill will require the Joint Committee on Rural Economic Development to identify any economic development programs that are impacting rural areas of the state that are scheduled to expire in the coming year.

I will also share Senate Bill 753, the “Commercial Financing Disclosure Law,” with the Insurance and Banking Committee. I feel this is a very important piece of legislation that will increase transparency of commercial financing transactions. This law change would require that those who provide commercial financing to businesses disclose certain costs and amounts to businesses if more than five transactions are consummated. The bill also requires those engaged in business as a commercial financer to register with the Missouri Division of Finance.

This may not seem like the most exciting part of the legislative process, but it is vital as it provides us with the great opportunity to hear from the general public and those impacted by the proposed legislation to hear how it will impact them. I feel this is extremely important and look forward to putting in the work to get these bills to the Senate floor, passed by the General Assembly and sent to the governor’s desk.
