FISCAL ANALYSIS



ASSUMPTION



Officials with the Office of Administration - Commissioner's Office, Office of Administration - Division of Budget and Planning, and Joint Committee on Legislative Research - Oversight Division, and Bi-State Development Agency assume this proposal would have no fiscal impact on their agencies.



Officials with the Department of Economic Development - Division of Tourism, House Research, and City of Kansas City were unable to respond to Oversight's request for fiscal impact. However, in response to a substantially similar previous version, each assumes this proposal would have no fiscal impact on their agency.



Officials with the Missouri Senate and Missouri House of Representatives assume that any fiscal impact arising from this resolution would be absorbed by existing or planned appropriations.



Officials with Legislative Research (LR) were unable to respond to Oversight's request for fiscal impact. However, in response to a substantially similar previous version, LR assumes this proposal would have no fiscal impact on their agency, unless LR staff was required to attend

committee hearing outside the Capitol, in which case travel and meal expenses would be incurred. Oversight assumes that no such travel would be required of LR.

No direct fiscal impact to small businesses would be expected as a result of this proposal.





DESCRIPTION



This resolution creates the "Joint Interim Committee on Multimodal Transportation Services." to consist of five members of the Senate, five members of the House of Representatives, one representative from the Missouri Division of Tourism, the Commissioner of the Office of Administration or the Commissioner's representative, a representative from the Kansas City Transportation Authority, a representative from Metro, a representative from a Missouri Port Authority, a representative from the Multimodal Operations Unit of the Missouri Department of Transportation, a representative from OATS, a representative from Amtrak, a representative from Union Pacific Railroad, and the mayor or mayor's appointee of each community along the passenger rail route between St. Louis and Kansas City directly served by such passenger rail service.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
