ASSUMPTION
Officials of the Secretary of State - Division of Records Services and the State Courts Administrator stated that this proposal would not affect their agencies, fiscally or administratively.
Officials of the Senate and the House of Representatives have not yet responded to this proposal.
Oversight assumes that the House and Senate could use existing equipment to make audio recording of debates. Transcriptions of debate would only be required if a joint resolution were presented to the people and approved; therefore, Oversight will show costs of zero or unknown for transcriptions in general election years. Transcription costs would depend upon the extent of debate. (Note: If the Senate or House choose to have existing employees prepare transcriptions then costs might be absorbable within existing budgets.)

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would require the Senate and House of Representatives to record debate of all joint resolutions. Audio recordings of debate would meet the requirements of the proposal provided that the recordings be transcribed within three months of voter approval of a joint resolution.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This proposal would not affect Total State Revenue.
