ASSUMPTION
Officials of the House of Representatives, the Senate, the State Treasurer, and the Department of Revenue stated that the proposal should not have any fiscal effect on their agencies.
Officials from the Department of Public Safety - Missouri Veterans' Commission (VET) state the proposal will have an unknown impact on their organization. If no funding is provided for the proposal, then the program will have no cost. The program operation depends on the funds coming in. If funding becomes available, then the impact to the VET could cause an increase in workload and it becomes possible that FTE would become necessary to manage the program.
Oversight assumes that any additional FTE requested by the Veterans' Commission would be paid for with appropriations from the Veterans' Historical Education Trust Fund.
Officials of the Secretary of State (SOS) stated that this proposal would establish the Veterans' Historical Education Trust Fund. The Department of Public Safety, Veterans' Commission could promulgate rules to implement the proposal. Based on experience with other divisions, the rules, regulations and forms issued by the Veterans' Commission could require as many as 4 pages in the Code of State Regulations. For any given rule, roughly half again as many pages are published in Missouri Register as in the Code because cost estimates and fiscal notes are not repeated in the Code. The estimated cost of a page in the Missouri Register is $23. The estimated ASSUMPTION (continued)
cost of a page in the Code of State Regulations is $27. The estimated cost of publication in FY 2005 for this proposal is $246. Actual cost could be more or less and costs in future years would depend upon frequency and length of rules filed, amended, rescinded or withdrawn.
Secretary of State officials do not anticipate the need for additional staff as a result of this proposal; however, enactment of more than one similar proposal could, in the aggregate, require additional staff.
Oversight assumes the SOS could absorb the costs of printing and distributing regulations related to this proposal. If multiple bills pass which require the printing and distribution of regulations at substantial costs, the SOS could request funding through the appropriation process. Any decisions to raise fees to defray costs would likely be made in subsequent fiscal years.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would require the General Assembly to, through appropriations as provided by law, encourage the development of certain outreach and educational programs approved by the executive director of the Veterans Commission.
It would also create the Veterans' Historical Education Trust Fund for the purpose of financing veterans' outreach and educational programs.
The Department of Revenue would deposit all amounts received or designated to the Fund (grants, gifts, appropriations, and federal moneys). General Assembly appropriations from the Fund would only be used by the Commission for conducting veterans' outreach and educational activities.
Unexpended balances remaining in the fund would not revert to the credit of the General Revenue Fund.
The provisions providing for outreach and educational programs contain a sunset clause.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This proposal could affect Total State Revenue.
