FISCAL ANALYSIS



ASSUMPTION



Officials from Jefferson County assume this proposal would not fiscally impact their county.



Officials from St. Charles County, Franklin County and St. Louis County did not respond to our fiscal note request. Oversight assumes no fiscal impact for these counties.



Officials from the St. Louis Metropolitan Police Department (SLMPD) did not respond to our fiscal note request. In a similar proposal the SLMPD assumed this proposal would not fiscally impact their agency



Officials of the City of St. Louis stated this proposal would have a negative effect on the City. Officials state the City of St. Louis has approximately 1,500 uniformed officers, most of whom are required to live in the city. Officials assume to remove the residency requirement could have a negative effect on housing values, and could in turn lead to a reduction in property tax receipts. Sales taxes and other revenues generated by the typical City resident could also see declines. Officials assume that the incentives provided by this proposal would lead to an increase in costs to the police department's budget. Officials stated that most of the costs described are not quantifiable. Officials did not estimate any of the assumed costs.



Oversight assumes no direct fiscal impact.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION

The act prohibits the City of St. Louis and any of its boards or commissions from restricting police officers from living in counties adjacent to the city.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
