FISCAL ANALYSIS

ASSUMPTION

Officials with the Department of Transportation, Department of Revenue, Missouri Highway Patrol and State Treasurer's Office assume no fiscal impact to their agencies.

Officials with the Department of Natural Resources assume this proposal would allow a portion of the "Missouri Air Emission Reduction Fund" to fund programs that encourage alternative energy sources. This would take funds away from the Inspection and Maintenance program. The full extent of the impact from this proposal cannot be determined because the amount of the "portion" of funds to be used for alternative energy sources is not specified.

Oversight assumes that the cost of compliance with this proposal is unknown. Oversight assumes it is not possible to predict the programs that encourage alternative energy sources or the full extent of the impact on the funds to be used.

This could have a positive impact on small business if the business is involved with alternative energy sources and therefore receives funds.

DESCRIPTION

This act opens up moneys in the Missouri Air Emission Reduction Fund to be used for programs that encourage alternative energy sources.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
