FISCAL ANALYSIS



ASSUMPTION



Officials from the Office of Administration, the Missouri House of Representatives, the Office of the Governor, the Missouri Senate, and the Department of Economic Development - Division of Professional Registration assume this proposal would not fiscally impact their agencies.



Officials from the Department of Health and Senior Services (DOH) assume the Missouri area health education centers program and board would be developed within DOH. No costs are anticipated for board members, as DOH does not pay expenses to advisory councils or boards. DOH states staffing for the board would be provided by one-fourth of a FTE, classified as a Health Program Representative III. This portion of a staff person, would coordinate the meeting schedule, monitor board budgets, conduct research, and prepare reports, including the development and distribution of the required annual report to the governor and general assembly.

DOH estimates costs to be $15,943 in FY 05, $17,367 in FY 06, and $17,815 in FY 07.



Oversight assumes the DOH could absorb the cost of a one-fourth FTE.



Officials from the Coordinating Board of Higher Education (CBH) state the CBH and higher ASSUMPTION (continued)



education institutions' expected involvement with the program components described in Section 191.1015.4 is unknown, and therefore the CBH assumes an unknown cost to General Revenue, Federal Funds, and Local Funds.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal establishes the Missouri Area Health Education Centers program in Section 191.1015. This program is a collaborative partnership of higher education institutions, regional health education centers, and other entities with written agreements with the program. The program is designed to improve the availability and quality of health care personnel and to promote access to primary care for medically under-served populations.



The Missouri Area Health Education Board is established within the Department of Health and Senior Services. The Board will consist of ten members, who will be appointed by February 1, 2005. The Board shall have the discretionary authority to monitor policy direction and ensure that all federal requirements are met. The Board shall report annually to the Governor and General Assembly.



The program shall develop and enhance recruitment and community-based training programs, provide educational support to practicing health care professionals, and promote programs that improve access to health care in Missouri.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
