ASSUMPTION
Officials from the Office of Attorney General (AGO) assume this proposal would have no fiscal impact on the AGO.
Officials from the Department of Public Safety-Missouri State Water Patrol, Division of Fire Safety, and Capitol Police assume this proposal would not fiscally impact their agency.
Officials from the City of Springfield estimate revenues would be $10,000 a year and costs for staff to process reimbursement to be $8,000-$10,000 a year.
Officials from the City of Independence Police Department stated during 2003, the Independence Police responded to 4,841 Priority One (Emergency) calls for services. Each call requires a minimum of two officers to respond. Cost of an officer and necessary equipment would depend on the nature and length of the call, but would average $100 per response per officer. Officials estimate they would need a part time employee to track and handle billing for the restitution.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
The proposal requires a person who, by operating a vehicle, proximately causes an incident requiring an emergency response to pay restitution to the public agency that provides such services.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
