FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.





DESCRIPTION



This legislation regulates the operation of motor scooters on public roadways. No driver's license will be required to operate motor scooters, and such a device must be operated at reasonable speed not above the legal speed limit for the roadway being traveled. Under no condition may a motor scooter be operated at a speed greater than 30 miles per hour.



Motor scooters operating at night must have proper lighting affixed, may not be operated by anyone under the age of seventeen unless the operator wears proper protective headgear.



Under this act, any county or municipality shall have the authority to impose additional regulations on the motor scooter operations, but may not ban entirely the operation of motor scooters.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
