ASSUMPTION
Officials from the Department of Higher Education assume no state fiscal impact will result. Section 172.020, RSMo, requires General Assembly approval for certain conveyances of land by the University of Missouri. The University of Missouri has indicated that no state funding will be required or requested for this project for construction, operation, or maintenance.
Officials from the University of Missouri assume this proposal would result in a positive unknown fiscal impact to the University.
Oversight has not indicated a fiscal impact in this fiscal note since the proposal would not require a change in an appropriation, nor would it result in revenues or costs to a state fund.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would authorize the Board of Curators of the University of Missouri to enter into a ground lease for land to be developed into a hotel/conference center complex in the City of Columbia.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
