ASSUMPTION
Officials from the Department of Conservation (MDC) assume that allowing hand fishing for catfish and carp during the months of June and July would have an unknown fiscal impact to MDC. This method of fishing is not allowed under existing MDC regulations, and MDC is unable to predict the proposal's effect on the fisheries resource. In response to a similar proposal in the previous session, however, MDC assumed the provision would have no fiscal impact to MDC.
Oversight assumes that only a minimal number of persons would choose this method of fishing. Therefore, Oversight has not included any fiscal impact to the Conservation Commission Fund.
In response to a previous version of the proposal, officials from the Office of State Courts Administrator assumed this proposal would have no impact on their organization.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would specifically authorize hand fishing for catfish and carp during the months of June and July under regulation by the Department of Conservation.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
