ASSUMPTION
According to officials from the Department of Elementary and Secondary Education (DESE), school districts will likely experience costs associated with promulgating and implementing the bully-free school plan. Preparation of the annual report, which shall include the bully-free school plan in effect in the school district and the number of bullying incidents reported at each school and district, could pose significant costs to local school districts.
Additional duties within DESE can be absorbed with existing resources.
According to officials, the Columbia School District (CSD) has instituted discipline strategies to address bullying district wide. CSD anticipates additional costs in the range of $10,000 - $25,000 for the staff time to actually compile and meet the reporting requirements as defined in the proposal.
Officials from the Kansas City Missouri School District (KCMSD) report that the District's Student Code of Conduct includes a prohibition on bullying. Each school year, all students and their parents must sign indicating they have read and understand the Code. The additional requirements fo each school developing a school plan, report annually to the school superintendent, and DESE is an additional cost. KCMSD would have to pay a stipend for representative teachers from all 69 schools to work with parents and administration in developing ASSUMPTION (continued)
the plan annually, preparing the reports, and consolidating and printing the report again for DESE consumption would easily exceed $100,000 per year.
Officials from the Mexico School District and the St Louis Public School District state this proposal should not have a significant fiscal impact on their school districts.
Nixa Public School District did not response to our request for fiscal note.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal defines "bullying" and requires each public school district to promulgate and implement a bully-free school plan. The plans must state specific policies designed to prevent bullying from occurring and must also contain procedures for disciplining students who bully. The proposal requires school districts to annually submit a report to the Department of Elementary and Secondary Education, which shall be made available to the public, regarding bullying incidents.
This legislation is not federally mandated, would not duplicate any other program and would not
require additional capital improvements or rental space.
