ASSUMPTION
The Clay County Clerk stated that she is not the election authority for Clay County, however, she has requested the election board to estimate the cost of an election for Regional Recreation District Board of Directors. The Clerk estimated cost at $4,000 to $5,000.
Oversight assumes there would be new costs to the Clay County Regional Recreational District for election of Board Directors. Oversight assumes there would be no new election costs to the District if no one were to file for the position of Board Director. This proposal would allow the governing body to appoint a person to fill the position in cases where no one files for Director. Oversight, will show fiscal impact to the Clay County Regional Recreation District as $0 to $5,000 the cost of an election. The terms of the Directors of the 7 member board are staggered.

FISCAL IMPACT - Small Business
No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This act provides that after the initial appointment of directors, in any district located in whole or
in part in Clay County, such directors shall be elected for a term of three years. If no one files as a
candidate for election, the County Executive shall appoint a person to serve the three year term.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
