ASSUMPTION



Officials with the Department of Agriculture and Department of Natural Resources assume no fiscal impact to their agency.



Officials with the Department of Economic Development (DED) assumes funding for MODESA and MORESA will be acquired through the FY05 budget process and this funding can be utilized to implement these proposed changes. DED assumes fewer than 5 additional MORESA applications would be generated by this change.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This act adds the definitions of "development facility" and "new generation cooperative" to Section 99.1000 RSMo, and includes new generation cooperatives to the definition of "development project".



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
