Officials from the Department of Higher Education and Southwest Missouri State University assume this proposal would have an unknown impact on their organization.



Although they did not respond to our request for information, officials from The Metropolitan Community Colleges, , St. Charles Community College, Missouri Southern State University - Joplin, St. Louis Community College System, and Linn State Technical College, in response to a similar proposal, stated the proposal would have no impact on their organizations.



Although they did not respond to our request for information, officials from Truman State University, in response to a similar proposal, stated the proposal would have an unknown impact on their organization.

Officials from State Fair Community CollegeThree Rivers Community College, East Central College, Harris-Stowe State College, Lincoln University, Missouri Western State College, North Central Missouri College, Northwest Missouri State University, and Southeast Missouri State University did not respond to our request for information.



Oversight assumes the proposal would not require any additional appropriation or expenditure from state funds, nor would it increase or decrease revenue to any state fund. Oversight will record no fiscal impact for this proposal.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would require Missouri institutions of higher education which receive state funding to charge in-state tuition and fees to students who are residents of the state and meet certain requirements, but are not citizens or permanent residents of the United States.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
