FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Health and Senior Services (DOH) state this proposal would not be expected to fiscally impact the operations of the DOH. If a fiscal impact were to result, funds to support the program would be sought through the appropriations process.

Officials from the Department of Mental Health (DMH) assume the changes made in this proposal have no fiscal impact upon the DMH.

Officials from the Department of Social Services - Children's Division (CD) state since this is a function already being performed by the CD, the CD does not anticipate a fiscal impact for this statutory correction.

FISCAL IMPACT - State Government FY 2005

(10 Mo.)

FY 2006 FY 2007
$0 $0 $0

FISCAL IMPACT - Local Government FY 2005

(10 Mo.)

FY 2006 FY 2007

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION

This proposal gives the Children's Division the sole authority to license foster homes, residential care facilities, and child-placing agencies. Current law requires the Department of Health and Senior Services to license residential care facilities for children. This act repeals Section 210.484, RSMo, and thereby gives the Children's Division the authority to license residential care facilities for children.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
