ASSUMPTION



Oversight notes that the proposal does instruct the Department of Elementary and Secondary Education to distribute copies of the resolution to each school district for distribution to school board members. Oversight assumes that since the proposal does not have force of law, Department of Elementary and Secondary Education officials will decide whether to incur the expense of copying and distributing the resolution.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.





DESCRIPTION



This proposal would challenge school districts to develop character education processes or to evaluate existing character education processes to make certain the districts are using all possible resources to benefit students.



The proposal would also instruct the Commissioner of the Department of Elementary and Secondary Education to distribute copies of the resolution contained in the proposal to school districts to be distributed to school board members.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This proposal would not affect Total State Revenue.
