FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Labor and Industrial Relations, Department of Economic Development, Division of Tourism assume no fiscal impact to their agency.



In response to SCR 26 (fiscal note 3849-01), officials from the University of Missouri assume there is no direct cost to the University associated with the appointment of a representative of the University of Missouri Agriculture Program if the travel to and from meetings is to be paid by the state. There is a cost associated with the time devoted to the committee by the representative in lieu of other work that could be preformed; however, given the nature and purpose of the committee we would find it an appropriate use of time.



In response to SS for SCR 26 (fiscal note 3849-03), officials from the Department of Natural Resources assume the proposal would create a 23 member Forestry Utilization Committee to review and evaluate the industrial and economic impact of agroforstry industrialization and environmental responsibilities of the industry and to make recommendations for legislative or other actions. A report from the committee on problems, solutions with recommendations is to be submitted to the General Assembly by July 30, 2005 with a final report required by 12/31/05. The committee terminates on 12/31/05.



ASSUMPTION (continued)



The Department of Natural Resources would have a representative on the committee. Because the Office of Administration is to provide funding, administrative support and staff for the effective operation of the committee, the department assumes there will be no direct fiscal impact from this proposal.



Officials from the Department of Conservation (MDC) assume this proposal would appear to have minimal fiscal impact on MDC funds.



In response to SS for SCR 26 (fiscal note 3849-03), officials from the Office of Administration, Division of Budget and Planning assume this proposal should not result in additional costs or savings. There would be costs to general revenue for Office of Administration to fund and staff the committee.



Officials from the Office of Administration (OA) assume the cost to OA could range from $18,574 to $31,947. It has been the experience of OA that most committees will meet more than the minimum requirement (a minimum of two times per year). The Office of Administration has provided a range of two to four meetings annually.



Oversight assume funding for the additional meetings should be requested through the normal budgetary process.



Officials from the Department of Agriculture did not respond.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This resolution creates the "Forestry Utilization Committee". The purpose of the committee being to review and evaluate both the industrial and economic impact of agroforestry industrialization, environmental responsibilities of the industry, and to make recommendations for future legislative action.



The membership of the committee is laid out in this resolution, as are term limits, compensation information, and meeting times. The committee shall have access to closed records for purposes of carrying out its duties, provided they do not disclose any identifying information closed pursuant to statute or general order.



The Office of Administration is directed to provide minimal funding, administrative support, and staff for the effective operation of this committee.



The recommendation report to the General Assembly shall be due before July 30, 2005, with the committee's final report being submitted to the General Assembly no later than December 31, 2005. The committee shall terminate on that same day, December 31, 2005.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
