ASSUMPTION



Officials from the Office of the Attorney General and the Office of the Governor assume this proposal would have no impact on their organizations.



Officials from the Office of Administration, Division of Design and Construction, assume this proposal would have no impact on their organization; however, if the property is transferred to an organization other than a state agency at less than fair market value, there may be an impact on state government due to the loss of the potential market value of the property.



Officials from the Department of Corrections (DOC) assume the state would lose the potential market value of the property if the property is transferred without consideration. In addition, the current $64,000 annual rental of the land for farming would be lost on transfer of the land.



Oversight assumes the property would be transferred or conveyed at or near fair market value.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would allow the Governor to sell or convey certain land in Cole County at a public offering or to transfer that land to other government agencies without a public auction.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
