ASSUMPTION
Officials of the Office of State Court Administrator assume no fiscal impact to the Courts.
Officials of the Department of Public Safety - State Highway Patrol stated this proposal would have no fiscal impact to the Patrol; however, this proposal does require a criminal history background check. To determine any of the disqualifiers listed, a FBI fingerprint check which costs $24, and a state fingerprint check which costs $14, would be required. Officials assume the County or City that has appointed a Civilian Review Board would pay for the background check; however, officials assume the City or County could require the person being appointed, to pay for the check. Officials stated any fees collected would be deposited in the Criminal Records System Fund. Officials stated they did not know how many Civilian Review Boards there are in the state, nor do they know about how many board members would be appointed in a given year. Officials assume there would only be a few appointees in a given year and expect minimal fiscal impact to the Criminal Records System Fund. Fiscal impact is unknown.
Officials of the Office of Kansas City Manager assume no fiscal impact from this proposal.

DESCRIPTION
This act establishes requirements for members of the Civilian Review Board. A member must be
at least eighteen years old, a registered voter, and not convicted of a felony.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
