ASSUMPTION
Officials from the Office of the Governor and Office of Administration, Division of Budget and Planning assumed, in response to similar proposals, this proposal would result in no fiscal impact to their organizations.
Officials from the office of the Secretary of State (SOS) stated that statewide newspaper publication of constitutional amendments cost approximately $1,228 per column inch per publication date based on an estimate provided by the Missouri Press Service. The SOS estimated this proposal would require 10 column inches including title header and certification paragraph, for three required publications. (($1228 x 3 = $3,684) x 10 = $36,840).
Oversight assumes the referendum called for in this proposal would be held in November 2004.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal would submit to the voters a constitutional amendment requiring the Governor to prepare a budget without recommendations for laws necessary to provide revenues sufficient to meet expenditures.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space. This proposal would not affect Total State Revenue.
