ASSUMPTION
Officials of the Departments of Labor and Industrial Relations and Public Safety- Fire Safety assume no fiscal impact.
Oversight assumes this proposal is permissive and would have no fiscal impact unless the governing body of Jefferson County would adopt an ordinance creating a Mechanical Code along with provisions for enforcement of that code. Oversight assumes for the purpose of this fiscal note that should the Jefferson County Commission decide to regulate contractors that they would be allowed to charge a license fee, as well as a permit fee, and possibly an inspection fee for enforcement purposes. This proposal does not indicate whether the County Commission could charge any types of fees. Oversight assumes that they could.

FISCAL IMPACT - Small Business
If the County Commission of Jefferson County would adopt an ordinance to create a mechanical code to regulate and license small businesses in the heating, refrigeration, fire safety systems business, the business would be expected to be fiscally impacted to the extent that they would pay license, permit, and possibly inspection fees as a result of this proposal.
DESCRIPTION
This act allows Jefferson County adopt an ordinance that would enact a mechanical code to ensure proper licensing of mechanical contractors and workers.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
