FISCAL ANALYSIS



ASSUMPTION



Officials from the Department of Higher Education assume this proposal would have an unknown impact since changing the definition of a community college may have significant but unquantifiable effects on funding, and on other provisions in state law. In addition, CBHE officials noted that including SMSU-West Plains in the definition of a community college could result in SMSU-West Plains being subject to the same requirements and provisions as other community colleges, such as CBHE supervision and eligibility for maintenance and repair funding as defined in Section 163.191.



Officials from the University of Missouri, Moberly Area Community College, Central Missouri State University, Missouri Western State College, Southwest Missouri State University, and Truman State University, assume the proposal would have no impact on their organizations.



In response to a previous version of the proposal, officials from the St. Louis Community College System and Linn State Technical College assumed the proposal would have no impact on their organizations.



ASSUMPTIONS (continued)



In response to a previous version of the proposal, officials from Lincoln University assumed the proposal could have a negative impact on four-year institutions if community colleges are provided state funding to offer undergraduate general and liberal arts courses in competition with existing four-year institutions.



Officials from East Central College, Metropolitan Community Colleges, North Central Missouri College, State Fair Community College, St. Charles Community College, Harris-Stowe State College, Missouri Southern State University - Joplin, Northwest Missouri State University, and Southeast Missouri State University did not respond to our request for information.



Oversight assumes that any curriculum or budget changes which might eventually result from this proposal would also be subject to the normal higher education budget process including approval by the Department of Higher Education. This proposal would not require any change in amounts appropriated or expended from a state fund. Accordingly, Oversight has indicated no fiscal impact from this proposal.

FISCAL IMPACT - Small Business



No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This proposal would change certain statutory provisions regarding community college districts. Community colleges would be authorized to offer workforce development and new job training services, and to offer coursework which would lead to a baccalaureate degree through transfer and articulation. The West Plains campus of Southwest Missouri State University would be designated a community college.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
