FISCAL ANALYSIS



ASSUMPTION





Officials from the Department of Elementary and Secondary Education (DESE) assume they

will require 1.0 FTE Supervisor and 1.0 FTE administrative assistant to develop the MOSISE curriculum and activities, assist participating universities, ensure that expenditures of funds authorized for programs is consistent with statutes, encourage the development of locally designed programs, assist school districts with staff development programs, encourage development of procedures that assure ongoing participation of parents, develop and provide RFPs, assemble and provide support for a 12-member review panel.


DESE stated that attendance of students at participating colleges and universities that provide programs for gifted and talented students shall be included in computing the average daily attendance of a school district for the purposes of apportionments from the state public school fund.



Oversight assumes the duties resulting from this proposal can be handled with existing resources. Oversight notes that the proposed legislation indicates that the Coordinating Board for Higher Education may develop the curriculum for the project.



Officials from the Coordinating Board for Higher Education (CBHE) stated that, depending ASSUMPTION (continued)



on the level of involvement of the CBHE, it would be possible that additional FTE might be needed due to current understaffing resulting from withholdings and proposed core cuts.



Officials from Truman State University, Linn State Technical College, and the University of Missouri stated there would be no fiscal impact to their institutions as a result of this proposed legislation.



Officials from the Moberly Area Community College estimated costs of $50,000, $60,000, and $70,000 respectively for FY 2005, FY 2006, and FY 2007 to pay for a coordinator, appropriate office supplies, resource materials, and seminars/professional training.



Officials from KC Metro Community Colleges assumed a neutral fiscal impact because between state aid and match dollars received, they would not spend much more on the program.



Officials from the Central Missouri State University projected an unknown fiscal impact resulting from this proposed legislation



Officials from Southeast Missouri State University (SEMO) stated that if SEMO were to propose to become a participating university in the Missouri Statewide Initiative for Scientific Education Enhancement, they would have to staff the creation and administration of the processes to identify and transport students, schedule faculty to prepare and deliver programs, and to acquire space and equipment to meet additional programming needs. Gifted programs would necessitate state of the art facilities with ongoing maintenance expenses and equipment acquisition costs, which will recur periodically to avoid obsolescence.



To estimate the cost of this initiative, SEMO officials look to federally funded programs with the similar attributes of outreach for first-generation college prospective attendees. One such program has base funding for personnel, operations, staff and participant travel, participant housing, and meals of approximately $300,000. Because the proposal involves greater use of faculty and laboratory equipment, SEMO estimates annual cost at no less than $500,000.



Officials from the Saint Louis Community College were unable to determine the fiscal impact of this proposal; however, they noted that they are involved in similar programs funded by federal agencies and usually either a cash or in-kind match is required.



Officials from the Columbia Public Schools indicated a potential positive fiscal impact from this proposal providing funding is not diverted from the foundation formula or categorical funds.

ASSUMPTION (continued)



Officials from the Kansas City Missouri School District (KCMSD) indicated there would be fiscal impact from this proposal for the creation of additional professional development for teachers to support the program and the cost of transporting participating students to the applicable universities. KCMSD was unable to project a program cost at this time. Oversight assumes that participating universities providing the program may arrange transportation for students attending the program.



Officials from the following did not respond to our request for fiscal note: Crowder College, State Fair Community College, Southwest Missouri State University, St Charles Community College, Three Rivers Community College, Harris-Stowe, Lincoln Univeristy, and St Louis Public Schools.

DESCRIPTION



This act establishes the "Missouri Statewide Initiative for Scientific Education Enhancement" (MOSISE2) program.



The goal of the MOSISE2 program is the encouragement and support of science enrichment opportunities for gifted and talented elementary and secondary students in Missouri. The MOSISE2 curriculum may be developed by the Coordinating Board of Higher Education.



DESCRIPTION (continued)



The participating universities that provide MOSISE2 programs may: conduct programs,

seminars, and classes for gifted and talented students within or without the boundaries of any school district and, for that purpose, employ instructors, supervisors, and other personnel and provide necessary equipment and supplies; and transport, or arrange for transportation of, students to or from educational institutions where regularly scheduled programs and classes are being conducted.



The Department of Elementary and Secondary Education will plan, develop, and provide a request for proposals (RFP) structure for two-year and four-year colleges and universities and other scientific research institutions in the State of Missouri to develop programs through a competitive proposal process. The Department shall assemble a twelve-member review panel of experts to review and judge the RFPs. An application shall be approved by the panel for a period of one, two, three or five years, or denied, based on the quality of the plan, in accordance with criteria adopted by the panel. Those criteria shall be reviewed by the twelve-member review panel at least once every three years.



The Commissioner of Education shall: apportion funds to each participating university; assist participating universities, upon their request, to design, implement, and evaluate MOSISE2 programs; ensure the proper expenditure of MOSISE2 funds; encourage the development of locally designed, innovative programs for gifted and talented students; assist school districts in the development and implementation of staff development programs related to gifted and talented students; and encourage the development of procedures that assure the ongoing participation of parents of gifted and talented students in the planning and evaluation of MOSISE2 funded programs.



A participating university shall be entitled to state aid for participating students who take part in a program. Attendance of participating students at these programs, seminars, and classes shall be included in computing the average daily attendance of a school district for the purposes of apportionments from the state public school fund. Participation in the MOSISE programs may be included as part of a school district's career development and teacher excellence plan.



Program funding will be a shared responsibility between the participating universities and this state. The participating universities will provide a match of one dollar for every two dollars provided by the state.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
