ASSUMPTION



Officials with the Department of Conservation assume no fiscal impact to their agency.



Officials with the Department of Natural Resources (DNR) assume this proposal would allow the DNR to expedite the review of applications to build air containment sources through the use of independent contractors. No direct fiscal impact to the department would be anticipated as a result of this proposal.

No direct fiscal impact to small businesses would be expected as a result of this proposal.



DESCRIPTION



This act permits the Department of Natural Resources to expedite the review of applications to build air containment sources through the use of independent contractors.



After the project and the application bills are approved, then the Department of Natural Resources will bill the applicant for the independent contractor's actual cost. The applicant may agree in advance to the increased cost of the contractual review. If the applicant withdraws an application, the applicant must reimburse the contractor's fees.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
