FISCAL ANALYSIS



ASSUMPTION



Officials from the Office of the Secretary of State (SOS) did not respond to our request for fiscal impact, however in response to a similar proposal from the 2003 session, SOS assumed statewide newspaper publication of constitutional amendments costs approximately $1,161 per inch x 3 printings (as required by the Constitution), or $3,485 per column inch. SOS estimated the total number of inches for this amendment to be 10 inches, which includes title header and certification paragraph. SOS estimated the cost to be $34,850 ($3,485 x 10 inches) to be incurred in FY 2005.



Officials from the Missouri Gaming Commission (GAM) state this proposal would have no direct fiscal impact on their agency. Licensed bingo organizations that would otherwise be forced to shut down could presumably continue operations because of the additional volunteer workers that could be used as a result of this change. This would mean bingo tax revenues from these organizations would continue at the present level instead of being lost.



Oversight assumes the proposal would be on the ballot for the general election in November, 2004.

No direct fiscal impact to small businesses would be expected as a result of this proposal.





DESCRIPTION



This proposed constitutional amendment reduces from 2 years to 6 months the time a bingo game volunteer must be a bona fide member of the licensed organization to participate in the management, conduct, or operation of any game.



This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
