ASSUMPTION
In response to various similar proposals from this year, officials from the Office of the Attorney General assumed that any potential costs arising from the proposal could be absorbed with existing resources.
Officials from the Office of the Governor and the Department of Public Safety - Missouri National Guard each assume the proposal would not fiscally impact their respective agencies.
In response to related proposals from this year, officials from the Office of Administration - Design and Construction stated the proposal would have no direct fiscal impact on their agency. Insofar as this conveyances are made at market value, no impact to the state will occur. However, any conveyance at less than market value results in a negative impact to the state.
In response to a related proposal from this year, officials from Neosho stated they will incur some initial costs to convert the armory to a Police and Court facility. Neosho also stated they would experience some savings after the move of the Police and Court facilities, as a result of anticipated utilities and maintenance costs being less than what is currently being paid.
ASSUMPTION (continued)
In response to a related proposal from this year, officials from the City of Pierce City assumed the impact of the proposal on their organization would be an indeterminable cost incurred to rebuild the facility as well as potential revenues the rebuilt facility may generate.
Oversight assumes the state will be disposing of the National Guard Armories in Neosho, Salem and Pierce City from its general fixed assets for a combined total of $12, which is immaterial for purposes of the fiscal note.
Oversight also assumes the state will be disposing of the parcel of land in Newton County (Section 5) to the city of Joplin, for a price commiserate with the value of the land, resulting in a zero net fiscal impact for the state.

No direct fiscal impact to small businesses would be expected as a result of this proposal.
DESCRIPTION
This proposal authorizes the state to convey various pieces of land including the National Guard Armory in Pierce City, Salem, and Neosho.
The substitute also authorizes the state to convey a parcel of land in Newton County to the City of Joplin.
The proposal contains an emergency clause.
This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
